信贷组作为农发行组织体系分支机构中最基层的专门工作机构,从组建以来在困难较多的情况下,及时主动地开展工作,取得了一定成绩,但同时也遇到一些新的问题。现就信贷组如何进一步开展好工作,以及怎样发展,结合云南省的工作实践,谈几点看法。一、信贷组必须处理好内部和外部的关系(一)理顺与地州分行关系各地州分行首先要明确信贷组的性质。信贷组是地州分行派驻的专门工作机构,不是一个独立核算的基层机构,所以地州分行既要强调集中统一管理,但又不能完全视同对科(室)的管理,要给信贷组一定的自主范围,使之充分发挥工作的主动性和积极性。地州分行对所派驻的信贷组应采用统一管理与指标管理相结合的模式,“实行四个统一、下达四项指标”。“四个统一”即:人事工资统一管理,资金计划统一调度,财务费用统一安排,贷款审批权统一集中;“四个指标”即到期贷款收回率、非正常贷款下降率、各项存款增长率、收息率。信贷组要根据自己的特殊性准确定位,服从地州分行的管理,按照地州分行的指令办事,并及时向地州分行反馈信息和实行工作情况定期报告制度。
