以黑龙江13个地级市2005—2013年的数据资料为样本,运用基于方向性距离函数(DDF)的全局曼奎斯特-卢恩伯格(GML)生产率指数法计算全要素生产率(TFP),采用面板数据分析模型,探讨环境规制对技术创新的影响。研究结果表明,整体环境TFP指数下降,主要受到技术进步水平下降的影响,但存在区域差异化,环境规制对技术创新具有显著的激励作用。鉴于技术补偿的重要性,提出了进一步完善环境规制下技术创新驱动的黑龙江生态补偿机制的构建思路。
Taking total data of 13 prefecture-level cities in Heilongjiang from 2005 to 2013 as samples, the total factor productivity (TFP) was calculated by Global Manniss - Langemberg (GML) productivity index based on directional distance function (DDF) , Panel data analysis model to explore the impact of environmental regulation on technological innovation. The results show that the overall environment TFP index decline, mainly due to the impact of technological progress decline, but there are regional differences, environmental regulation has a significant incentive for technological innovation. In view of the importance of technology compensation, we put forward the idea of further improving the eco-compensation mechanism driven by technological innovation under the environmental regulation.
