Japanese academics and domestic academics have always held a positive attitude toward the democratic trend of thoughts during the Japanese Taisho period, but few studies have done about the collapse of this trend of thought. One of the important factors that can not be ignored in the disintegration of the trend of the Dazheng democracy is the law on maintaining public order passed in 1925. By examining the relationship between the law and order maintenance and the gradual tendency of the Dzong democracy, this paper provides a new perspective for understanding Japan’s internal affairs and diplomacy since modern times.
