本文通过对现阶段我国城镇公共住房政策的分析与思考,在借鉴韩国等国家保障房经验的基础上,提出了完善公共住房法律体系、从根本上解决依赖土地发展经济的问题、把小产权房纳入保障住房、限制商品房开发、为进城务工人员制定专门的住房保障法律政策以及建立国民住宅保障银行等建议。以期为实现“一户一住宅”这一公民的基本权利和目标探索出有效的办法。
