北洋军阀统治时期,由于军阀混战导致政局动荡,使中央到地方的统治机构和有关法规变易频繁,十分纷杂,吉林省也不例外。但在吉林省各项行政制度中,1917年推行的行政会议制度却十分稳定,直到1929年吉林省政府改组前,基本上没有变化。本文试通过吉林省档案馆馆藏档案对这一制度的形成、组织运行状况作一简要论述,以期总结出这一制度的性质和影响。 During the reign of the Beiyang warlords, Jilin Province was no exception because of political turmoil resulting from the melee war of war and frequent and complicated ruling institutions and related regulations from the central government to local governments. However, among the various administrative systems in Jilin Province, the system of the administrative conference that was introduced in 1917 was very stable. It was not until 1917 when the government of Jilin Province was reorganized. This paper attempts to make a brief exposition of the formation and organization of the system through the archives of Jilin Provincial Archives, in order to summarize the nature and impact of this system.
