高新区管理体制的成就、存在的问题及创新路径分析

我国高新区的现行管理体制,是经过20多年的探索和实践而形成的具有中国特色的管理体制。这些管理体制模式,究其实质是行业管理性质的管理体制、准行业区域的管理体制以及行政区划的管理体制。不可否认,作为新旧体制碰撞与改革创新之结果的现行管理体制,对我国高新区的开发建设和管理服务发挥了重要的推动作用。但仔细研究分析现行管理体制的运行实践,确实存在着一些困难和问题,这些困难和问题不同程度地制约与阻碍了高新区的快速发展。理性地总结与透视这些问题,有利于加快完善我国高 The current management system of high-tech zones in our country is a management system with Chinese characteristics after more than 20 years of exploration and practice.
