对指令性计划,要不要实行市场调节?这是一个在理论与实践上都具有重大意义的问题。从理论上说,这关系到计划经济与市场调节怎样结合;在实践中,则影响和制约着能否真正搞活国营大中型企业的问题。我认为,无论是计划还是市场,都是覆盖全局的。指令性计划同样必须尊重价值规律,实行市场调节。第一,从指令性计划的制定来说。指令性计划不是长官意志的产物,它必须符合社会需要。在商品经济条件下,就是要符合市场需要。指令性计划的优点,不在于它排斥市场和市场机制的作用,而在于它不仅着眼于当前、局部的市场需要,而且从长远、全局的市场需要出发。否认这一点,指令性计划岂不成了“无源之水、无本之木”吗?
