20世纪90年代英国工党在大选中获胜后率先在英国探索实施医疗保障按绩效付费方式。此后,按绩效付费作为一种新兴的医疗保障费用支付方式得到了越来越多国家的关注、认同和效仿,其影响范围也在不断扩大。国内外学术界从影响因素、多维比较、实施效果三个方面对医疗保障按绩效付费方式进行了大量研究。这些研究为进一步全面认识和探讨按绩效付费方式提供了理论基础、方法借鉴和国际经验。
After winning the election in the 1990s, the British Labor Party took the lead in exploring the performance-based payment method for implementing Medicare in the United Kingdom. Since then, pay as a performance as an emerging payment method of medical insurance has been more and more countries concerned about, identity and follow, and its influence is also expanding. The domestic and foreign academic circles carried out a great deal of research on the performance-based payment for medical insurance in terms of influential factors, multidimensional comparisons and implementation effects. These studies provide the theoretical basis, methodological reference and international experience for further understanding and exploring the performance-based payment methods.
