制度变迁存在着自我强化的机制。在这种机制下,温州和苏南两地由于发展起点不同而形成了各自的发展路径,即两种县域经济发展模式。温州地区以发展家庭企业为主而苏南地区以发展集体经济为主,这使得两地的区域人力资本结构不同。两种模式随着外部环境的变化不断革新与转变:温州模式的革新结果是建立现代企业制度,其资本来源于区域内部;苏南模式革新的结果是打破集体经济对企业发展的阻碍,其资本来源来自海外。这种不同资本来源的选择是路径依赖的结果,并导致两地区在区域人力资本结构、主导产业层次和产业集群的档次等方面的差异。
Institutional changes exist self-reinforcing mechanism. Under this mechanism, Wenzhou and Sunan formed their own paths of development due to their different starting points for development, namely, the two modes of economic development in counties. Wenzhou mainly focuses on the development of family-owned enterprises and the development of collective economy in southern Jiangsu, which makes the regional human capital structure of the two regions different. The two models are constantly changing and innovating with changes in the external environment. The result of the reform of the Wenzhou model is the establishment of a modern enterprise system with its capital sourced from within the region. The result of the reform in the southern Jiangsu region is to break the collective economic impediment to the development of the enterprise and its capital Source from overseas. The choice of different sources of capital is the result of path dependence and leads to the differences between the two regions in the structure of regional human capital, the level of leading industries and the grade of industrial clusters.
