1994年7月中旬．哈尔滨地区普降暴雨．使该区各水库和中小河流水位陡涨。通过对降雨过程、降雨产流的分析及二龙山水库在“94·7·13”暴雨中的实际调度运用的经验总结，以利对今后大中型水库及中小河流的防洪工作直到指导作用。
