“零负团费”是我国旅游业高速发展过程中的特有现象,直接影响到旅游产业的商业模式和旅游相关主体的利益关系。在用伯川德模型分析“零负团费”成因的基础上,提出在市场结构不发生变化的环境下,仅仅依靠《旅游法》对“零负团费”治理难以达到预期效果,并进一步指出治理“零负团费”还需要相应的鼓励旅游集团发展、产品创新、提高进入壁垒等产业政策的配合。
“Zero Trophy Fees ” is a peculiar phenomenon in the rapid development of China’s tourism industry, which directly affects the business model of tourism industry and the interest relations of the subjects related to tourism. Based on Bertrand’s analysis of the cause of “zero negative group fee”, this paper proposes that it is difficult to achieve the expectation of relying solely on the “Travel Law” to manage “zero negative group fare” under the condition that the market structure does not change Effect, and further pointed out that governance “zero negative group fee ” also need to encourage the development of tourism groups, product innovation, improve entry barriers and other industrial policies.
