2009年底中国正式实施新型农村社会养老保险制度(下称“新农保”),在全国10%的县(市、区)开始试点。区别于传统的“老农保”制度,新农保实行各级财政补助政策,明确了政府对农民养老保障的责任,也拓宽了农村养老保险筹资渠道,提高了农民参保率。新农保以县为统筹单位,县级财政补贴规模和相应保障水平很大程度上决定了制度的可持续发展,对新农保县级财政补贴风险进行识别和评估,对于完善新农保制度设计细节,促进制度的可持续发展有着重要意义。
