东南某省港口管理局的负责人,面对记者关于港口民营化的质询,作如下答复码头经营确实是朝阳产业,赢利产业,收益稳定,不会大起大落,但要50年才会见效益,投资大、见效慢、周期长,所以吸引外资容易,吸引民间资本很难。一句话,港口民营化不适合我国国情。在我国新一轮港口建设的高潮中,专家学者为各地港口规划开出了一帖又一帖猛药,意欲催产孕育几十年而未果的港口经济。仅经济概念就有“XX湾资源整合”、“泛XX三角”、“环XX区”、“沿XX带”、“XX岸经济圈”之类。然而,规划是在纸面上的,要操作起来,资金的问题是当前最大的瓶颈。
