法国的企业在研究与发展方面的投资低于它的美国、日本和德国同行。究其原因,首先是财政资金短缺;其次是企业主(主要是中小企业的领导人)不重视这一投资,然而更严重的是研究人员与工业界之间缺乏良好的联系。十余年来,国家、地区和大型企业采取了多种办法来改善工业与研究之间的关系。其中一个重要措施是促使研究机构向企业进行技术转移。但是,在开展这一活动的过程中还存在某些混乱,企业家或创新者有时还很难从中摸出头绪,他们尚需与研究人员共同合作,以便进一步弄清技术转移的有关情况。
French companies invest less in research and development than their counterparts in the United States, Japan and Germany. The reason for this is, first and foremost, the lack of financial resources, followed by the failure of business owners (mainly SME leaders) to value this investment, but more seriously, the lack of good links between researchers and industry. For more than a decade, countries, regions and large enterprises have taken a variety of approaches to improve the relationship between industry and research. One of the important measures is to encourage research institutes to transfer technology to enterprises. However, there are still some confusion in carrying out this activity. Entrepreneurs or innovators sometimes find it hard to find some clues. They still need to work with researchers to further clarify the circumstances of the transfer of technology.
