2003年“非典”之后,应急管理的理论研究与应用俨然成为各界讨论的热点,其中,关于突发事件应急管理概念的理解就众说纷纭,没有统一。本文中,分别就风险、安全、危机等应急管理相关概念进行了整理,旨在为应急管理的概念建立一个理论体系。文章最后还对传统应急管理与现代应急管理进行了对比,将现代应急管理与传统应急管理区分开来。 After 2003 “SARS ”, the theoretical research and application of emergency management has become a hot topic of discussion in all walks of life. Among them, the understanding of the concept of contingency management on emergencies is widely divergent and uniformed. In this paper, the concepts related to emergency management such as risk, safety and crisis are respectively sorted out to establish a theoretical system for the concept of emergency management. Finally, the article also compares traditional emergency management with modern emergency management, distinguishing modern emergency management from traditional emergency management.
