农村中学教师大量流出的问题是近年来农村教师队伍建设中遇到的突出问题之一。农村教师大量流出影响了教师资源的均衡配置,影响了基础教育的均衡发展。农村教师工资偏低、工作压力过大、学校管理理念落后等是导致农村学校教师流出的主要原因。为此,有关部门应通过建立城乡学校教师同工同酬和对农村地区教师的特殊补贴制度、改善教师待遇和生活环境、完善教师管理机制、建立城乡教师交流制度等措施来促进农村教师队伍的稳定与合理流动。
The problem of mass outflow of teachers in rural middle schools is one of the outstanding problems encountered in the construction of rural teachers in recent years. The outflow of rural teachers has affected the balanced allocation of teacher resources, affecting the balanced development of basic education. The low salary of rural teachers, excessive work pressure and the backwardness of school management ideas are the main reasons leading to the outflow of rural school teachers. To this end, relevant departments should promote the stability and rationality of rural teachers by establishing equal pay for rural and urban school teachers and special subsidies for teachers in rural areas, improving teachers ’treatment and living environment, perfecting teachers’ management mechanism and establishing urban-rural teachers exchange system flow.
