2004年10月11日辽宁货主、货代协会表示对于中日航线加收旺季附加费货主负担加重忧虑重重。从9月15日开始.辽宁各有关外贸货主和国际货代企业先后收到大连口岸中日航线集装箱船东联席会议秘书处发的传真通知:从9月20日起大连口岸本肮线所有货物运输在运价基础上加收旺季附加费.其中20英尺集装箱加收150美元40英尺集装箱加收300美元。这一决定虽广大货主强烈不满和反对,由于各国际班轮公司强行收取,多数货主企业无奈按通知要求交了此项费用。
