In the past few years, the rate of consumption of sand, pebbles and stones in Toronto, Ontario, Canada, has exceeded the rate of population growth (Ontario Ministry of Finance, Economic and Government Affairs, 1973). If this continues, it is expected that aggregate shortages will occur in the next century, and that these aggregates will be essential for the continued development of central Ontario. Quarrying near Niagara’s steep slopes has recently provided around 35% of the aggregates needed in the area. However, these operations are to destroy the natural environment. To this end, the Ontario government has made several measures to protect the natural beauty of steep slopes, one of which is the establishment of “mines and quarries restricted areas” where mining and new expansion are forbidden. Due to strict measures, many quarries have been closed. Therefore, alternative solutions must be sought.
