1993年7月11日,中国重型汽车集团最大的紧密层企业济南汽车制造总厂以全厂职工代表大会决议的方式,宣布不参加集团的紧密层企业登记。由于中国重型汽车集团是首家实行国有资产授权经营改革的试点单位,因此,“济汽”事件曾一度引起社会各界人士的广泛关注。经过各方的努力,“济汽”事件目前已经得到妥善处理,但是由此引发的以下三个问题是值得我们认真反思的。
On July 11, 1993, Jinan Automobile Manufacturing Plant, the largest close-tier company of China Heavy-duty Truck Group, announced that it would not participate in the group’s close-tier business registration in the form of a resolution of the factory-wide employee representative assembly. As China National Heavy-duty Truck Group is the first pilot unit to implement the reform of state-owned asset licensing operations, the “Jiqi” incident once attracted widespread attention from people from all walks of life. After the efforts of all parties, the “Jiqi” incident has now been properly handled. However, the following three issues arising from this issue deserve our careful consideration.
