作为一个铁路施工企业的物资供应和管理部门，在服务于施工现场的同时主要面临着两个问题：如何降低材料成本 -如何保证材料质量 -在这两个问题上，中铁四局宝兰工指物资部在借鉴其它新线经验的基础上，对本管段的物资供应主要从“质、量、价、费” 4个方面实行“四控”制度。
