1996年4月,随着人武部收归军队建制,我从天津警备区司令部处长调任西青区人武部政委,兼区委常委。回顾6年的工作实践,感受颇深,尤其看到《中国民兵》杂志开辟“军事常委手记”栏目,尽想一吐为快,供同行借鉴。我体会最深的,就是“军事常委”是一种责任,而不是一种特权和地位。 兼任地方常委,只能多一份责任。我认为,人武部一名主要领导兼任地方党委常委,完全是工作的需要,是确保民兵、预备役各项工作真正落到实处的有效举措。兼任常委,只能多一份责任,它决不是权力、地位的象征。因此,兼任常委的同志,一定要提高认
In April 1996, as the People’s Armed Forces changed its military establishment, I was transferred from the head of the Tianjin Garrison Command to the political commissar of the People’s Armed Forces Department of Xiqing District and the member of the district committee.
