一、集资煤矿的建立 1981年~1982年前后,在国际、国内能源短缺的呼声中,由江、浙、广东等地区自发集资(约7亿元)交原煤炭部,部以协议的形式将此集资款交河南(2.31亿元)等省办矿,每年从受款单位增调煤炭给缺煤的集资地区。河南省计经委和省煤炭厅研定将此集资款以无息贷款的形式在“豫西”产煤区内改造和新建一批乡镇煤矿及运煤铁路(周—阜、平—禹等线),自1984年起,在豫西主要产煤县的乡镇煤矿中优选地质储量较多、开采和外运条件较好的矿,经过设计、审批,安排了40多对原为乡镇营煤矿的技术改造和新建井,其经营方式仍按集体所有制管理,生产技术按地方国营煤矿管理,定名为“县、乡联营集资煤矿”。因此,这批被列入项目的乡镇煤矿,在安全、设备、采煤工艺、科技进步等方面得到空前的发展。使这些集资煤矿走上了正规开拓布置、合理开发煤炭资源,推行壁式采煤,采用金属支柱,铰接顶
