针对流域/区域水资源匮乏程度日益严重的情势,本文立足于水循环全过程,以水资源在其动态转化过程的主要消耗——蒸发蒸腾(ET)为出发点,全面论述了在现代水资源管理中开展以“ET管理”为核心的水资源管理的必要性和可行性.并以黄河流域土壤水资源为研究实例,在采用WEP-L分布式物理水文模型对全流域水循环要素系统模拟的基础上,开展了黄河流域土壤水资源数量和消耗效用分析.结果表明,立足于区域/流域水循环过程,开展以“ET管理”为核心的水资源管理,不仅可以避免水资源的闲置而且也有利于从“真实”节水的角度提高水资源的利用效益,缓解区域/流域水资源的匮乏程度,是对传统水资源需求管理有益的补充.
In view of the increasingly serious shortage of water resources in river basins and regions, this paper is based on the whole process of water recycling.
