党的十六届五中全会指出，本世纪头二十年是我国发展的重要战略机遇期，“十一五”时期尤为关键。我们必须紧紧抓住机遇，应对各种挑战，扬长避短，促进我省经济社会实硬跨越式发展。 本文就此提出，要“抢抓”机遇不放松，以“真干”求发展，选准突破口，依靠科技的力量，努力实现贵州经济社会的跨越式发展，是当前贵州经济快速发展的必然选择。
The Fifth Plenary Session of the 16th CPC Central Committee pointed out: The first two decades of this century are an important strategic opportunity for the development of our country. The “Eleventh Five-year” period is especially crucial. We must seize the opportunity to meet various challenges and avoid weaknesses to promote the rapid development of economy and society in our province. Therefore, it is an inevitable choice for the current rapid economic development in Guizhou that it is necessary to “seize the opportunity” not to relax, to seek development through “realism”, to select the breakthrough point, and to rely on the strength of science and technology to strive to realize the leapfrog economic and social development in Guizhou.
