政府采购(Government Procurement)也称公共采购,是采购的一种形式。在我国,政府采购是指各级国家机关、事业单位和团体组织,使用财政性资金采购依法制定的集中采购目录以内的或者采购限额标准以内的货物、工程和服务的行为。随着国内外经济形势的变化和深圳改革开放的不断深入,政府采购工作也应与时俱进。贯彻落实科学发展观,及时解决政府采购中存在的问题,是建设“效益深圳”、“和谐深圳”,加快深圳国际化城市建设步伐的的重要一环。本文通过深港两地政府采购模式比较、现状分析及经验启示,对如何做好深圳政府采购工作提出建议。
Government Procurement, also known as public procurement, is a form of procurement. In our country, government procurement refers to the state organs, public institutions and organizations at all levels, the use of financial funds to purchase procurement within the scope of the centralized procurement list or within the procurement limits of goods, engineering and services. With the changes in the economic situation at home and abroad and the continuous deepening of Shenzhen’s reform and opening up, the government procurement work should also keep pace with the times. To implement the scientific concept of development and solve the problems existing in government procurement in time is an important part of building the “Benefit Shenzhen” and “Harmonious Shenzhen” and accelerating the pace of international city construction in Shenzhen. Based on the comparison of Shenzhen and Hong Kong government procurement patterns, current situation analysis and experience, this paper puts forward suggestions on how to do a good job in Shenzhen government procurement.
