行政协调是在现有体制格局下,不改变行政机关自身功能、不改变结构性因素的基础之上,通过内部协商,追求公共行政一体化,构建整体政府的一种国家治理方式,是对整体政府理论的贯彻与体现。行政协调的过程,实际上就是裁量权运用的过程,必须要考虑政策、公共利益、合理性等多种要素,在协调中实现个案正义。为规制行政协调中裁量权,应实行专业规范、法律规范、信息规范三种方式,具体表现为专家咨询、行政协调指南以及信息共享机制。
