洪水灾害多发、易发地区的灾情呈上升趋势。笔者通过分析认为,这与洪灾应急管理机制不健全有着重大的关系。洪灾是复杂多变的,抗洪工作也是艰巨而复杂的,所以洪灾应急管理机制也应不断完善。 Multiple flood disasters, prone areas of the disaster is on the rise. The author thinks through analysis that this has a significant relationship with the unsound mechanism of emergency management of floods. Floods are complicated and changeable, and flood control work is also arduous and complex. Therefore, flood emergency management mechanisms should also be continuously improved.
