From September 18 to September 21, 2005, the national seminar on experiences of reading and using volunteers was held in Jinan City, Shandong Province. The meeting was moderated by Tian Jia, Deputy Secretary General and Deputy Director of the Middle Finger Group. Qin Qiming, Deputy Secretary General and Director of the Middle Finger Group, made a summary of the meeting. More than 120 people from local provincial records systems of various provinces, municipalities and autonomous regions attended the conference, and 16 made speeches.
