理论与实践证明,MBO能够有效解决我国国有企业的委托——代理问题和国有企业从竞争性领域退出问题,并激发企业家精神,因而是我国国有企业改革应有的选择。但是,在制度缺失的背景下,我国实施MBO面临着国有资产流失、融资困难及社会保障体系不健全等三大问题,严重阻碍其作用的发挥。必须要为解决这三大问题提供切实条件,使MBO最大程度地在我国产业结构调整和国有企业改革中发挥作用。
Theory and practice prove that MBO can effectively solve the problem of entrusting and agency of state-owned enterprises in our country and the exit of state-owned enterprises from the competitive field, and inspire entrepreneurship. Therefore, MBO should be the choice of the reform of state-owned enterprises in our country. However, in the absence of the system, the implementation of MBO in our country faces three major problems: the loss of state-owned assets, financing difficulties and the imperfect social security system, which seriously hinders the development of MBO. It is necessary to provide practical conditions for solving these three major problems so that MBO can play a role in the adjustment of China’s industrial structure and the reform of state-owned enterprises to the greatest extent.
