  The Chinese People’s Liberation Army Air Force announced on February 9 that the J-20 stealth fi ghters have been commissioned into combat service.
  The J-20 is China’s fourth-generation medium-long range fi ghter jet. It undertook its maiden fl ight in 2011 and was fi rst revealed to the public at the 11th Airshow China in Zhuhai, Guangdong Province, in November 2016.


  Extended Service
  A national public legal service system will be built in China by 2020 that covers everyone in both urban and rural areas, the Ministry of Justice announced on February 8.
  Vice Minister of Justice Xiong Xuanguo said at a press conference in Beijing that the country will expand the national public legal service network, allowing everyone to receive legal aid without needing to travel.
  The ministry has built a website for legal consultation, as well as a hotline in over 20 provinces, Xiong said.
  He also revealed plans to provide legal assistants for all villagers in need in 2018, with the assistants required to establish group chats on WeChat, one of China’s most-used social media apps, so as to enhance communication with residents.
  Xiong said public legal service centers are being established at county and township levels nationwide.
  Antarctic Protection
  On February 9 authorities began regulating sightseeing trips to Antarctica to protect the fragile ecology of the polar region and to help develop Antarctic tourism.
  According to a guideline issued by the State Oceanic Administration(SOA), hunting wild animals, construction, entering conservation areas, collecting soil and rock samples, and bringing in hazardous materials are all banned.
  Tourists are required to take all solid waste away with them when they leave Antarctica or have it burned at designated facilities.
  Those who litter must clear up any damage and bear the cost of environmental restoration.
  Violators will be blacklisted and restricted from entering Antarctica for one to three years, according to the new rules.
  Visitors must have permission from the SOA before arriving at research stations and need to inform these stations 24 to 72 hours ahead of arrival. The station can cancel or adjust tourist visits according to its schedule, the guideline said.
  Individuals and groups are required to gain approval from the SOA before collecting samples from Antarctica for the purpose of scientifi c research.   Tsunami Warning
  China’s international tsunami warning center has opened, serving countries with coastlines on the South China Sea, off ciials announced on February 8.
  The center, built and managed by China, monitors major earthquake subduction zones, the sites where tectonic plates converge, in the South China, Sulu and Sulawesi seas and provides 24-hour uninterrupted warning services, said Wang Hua, an off ciial with the State Oceanic Administration (SOA).
  The South China Sea region is prone to tsunamis. Littoral countries have until now relied on services provided by American and Japanese warning centers.
  The warning center was proposed in 2009. In 2013, the Intergovernmental Oceanographic Commission of the UN Educational, Scientif ci and Cultural Organization approved the SOA plan.
  According to Wang, the center is the result of practical maritime cooperation between countries around the South China Sea.
  Yuan Ye, Director of the National Tsunami Warning Center, said that China is now able to warn the public of a tsunami eight to 10 minutes after an earthquake.
  More than 80 percent of the world’s tsunamis occur in the Pacif ci.
  Simulations show that if a 8.5-magnitude earthquake hit the Manila Trench in the north, the ensuing tsunami would have severe consequences in the Philippines, Viet Nam, Malaysia, Brunei and south China’s coastal areas, said Yu Fujiang, Director of the National Marine Environmental Forecasting Center.
  Gun Crackdown
  A two-year campaign is to be waged against gun crime in China, the Ministry of Public Security said on February 7.
  The crackdown will target the manufacture and sale of guns and explosives inside China and the smuggling of related goods from other countries, said Minister Zhao Kezhi.
  Possession of guns by private individuals is illegal in China. The country has long maintained a hardline approach to all crime related to guns and explosives.
  In 2017, a total of 58 cases involving gun crime and 58 separate cases involving explosives were reported in China, among the lowest rates globally for such crimes.
  Employment in Tibet
  More than 54,000 new jobs were created last year in urban regions in southwest China’s Tibet Autonomous Region, according to the regional labor authority.
  This fi gure has doubled over the past fi ve years. Tibet’s urban unemployment rate was below 2.7 percent in 2017, lower than the national average of 3.9 percent.   The regional government has also made efforts to help those living in poverty to fi nd employment.
  “We arranged training programs for around 110,000 laborers in poverty last year,” said Li Fuzhong, head of the regional human resources and social security department.
  Training staff were sent to rural areas in order to help farmers and herders learn new employable skills.
  Meanwhile, the local authorities aim to advance employment through entrepreneurship and innovation. A 2-billion-yuan ($316 million) entrepreneurship fund has been set up to help college graduates start their own business, along with a new startup incubator for college students in Lhasa, capital of the autonomous region.
  Quake Relief
  Diggers clear rubble from the collapsed Marshal Hotel and two other listing buildings in Taiwan’s Hualien County on February 9, after a 6.5-magnitude earthquake struck the region three days earlier.
  As of February 11, 17 people had been confi rmed dead from the earthquake.


  Top Inventor
  According to local authorities, south China’s Guangdong Province has topped the country for the number of valid invention patents over the past eight years.
  By the end of 2017, the number of patents in the province reached 208,500, according to He Jufeng, Deputy Director of the Guangdong Intellectual Property Offi ce.
  He said companies in Guangdong were the leading contributors to the rising number of invention patents.
  Last year, Guangdong accepted 455,400 patent applications from 56,000 companies, accounting for more than 72.5 percent of the total number of patent applications in the province.
  In 2017, Guangdong had four fi rms on a list of top 10 companies for invention patent grants on the Chinese mainland.
  Ocean Research Base
  Plans have been unveiled for an ocean research center to be built in east China’s Shandong Province.
  The Center for Ocean MegaScience will be located in a science and education park in Qingdao, a coastal city in the province.
  Thirteen institutes of the Chinese Academy of Sciences (CAS) includ- ing the Institute of Oceanology, will cooperate to establish the new center, with construction of the center to be completed in December 2019.
  Teams of professionals from the 13 institutes will work at the center to integrate oceanology with other sectors, said Wang Fan, Director of the CAS Institute of Oceanology.   The center will also serve as the home of a research team working with 10 research ships from subordinate institutes.
  Wang, who is in charge of the preparatory work for the new center, hopes that the facility can serve as a base for innovation, capable of training researchers in ocean sciences and turning China into a leading researcher in oceanology, boosting the country’s ability to exploit marine resources.
  Moving in Tandem

  Moderate Inflation
  China’s consumer price index (CPI) rose 1.5 percent year on year in January.
  The rate was down from December’s 1.8 percent, according to National Bureau of Statistics (NBS) data released on February 9.
  NBS statistician Sheng Guoqing primarily attributed the increase to carryover effects and rising nonfood and service prices, which climbed 2 percent and 2.3 percent year on year, respectively.
  On a monthly basis, the CPI was up 0.6 percent, higher than the 0.3 percent in the previous month. Sheng attributed the month-onmonth rise to higher food prices, infl uenced by bad weather.
  The producer price index (PPI), which measures the cost of goods at the factory gate, rose 4.3 percent year on year in January.
  It was down from a growth of 4.9 percent recorded in December last year, according to the NBS.
  Compared with a year ago, production material costs rose 5.7 percent, accounting for the lion’s share of PPI growth in January.
  Huami’s NYSE Debut
  Chinese smart wearable device maker Huami Corp. rang the New York Stock Exchange (NYSE) opening bell on February 8 in celebration of its initial public offering (IPO), notching the fi rst NYSE IPO for a Chinese company this year.
  Huami, trading under the ticker symbol HMI, priced its IPO of 10 mil- lion American depositary shares at$11 per share, well within the planned$10-12 range.
  Credit Suisse, Citigroup and China Renaissance are the joint book runners.
  Huang Wang, founder, Chairman and CEO of Huami, defi ned his company as biometric and activity data-driven. He said the money raised will be primarily used in research as many more types of wearable devices are being developed in the company’s lab.   He said with the global demand for wearable devices increasing rapidly, the company is eyeing global expansion. The major growth driver will be the Southeast Asian market. The vision is to lead in global wearable devices and to change perceptions of a healthy lifestyle.
  The smart wearable market has been growing rapidly in China with stable momentum. The company shipped 11.6 million units of smart wearable devices in the fi rst nine months of 2017, more than any other company in the world, according to Frost & Sullivan.
  Huami is the sole partner of Xiaomi Corp., a Chinese mobile Internet company and also a global consumer electronics brand. Xiaomi is now one of the largest unicorn companies in the world, expected to go public this year. Xiaomi and its affi liated funds are major shareholders of Huami.
  Ready for Delivery
  At Qidong Port, Jiangsu Province, an offshore crude oil drilling platform manufactured by a local company is ready for delivery to a Singapore-based petroleum company on February 8.


  JD Down Under
  On February 8, Australian businesses celebrated the confi rmation that Chinese e-commerce giant JD.com will open its regional headquarters in Melbourne at the end of the month.
  Holding over 266 million customer accounts, the online retailer will offer a platform for homegrown Aussie businesses to connect with new customers and markets across the globe.
  Victorian State Premier Daniel Andrews said the announcement will give “more Victorian businesses the opportunities to take their products to the world and is a clear indication that we’re leading the nation in the digital economy.”
  “We welcome JD.com with open arms and look forward to all the opportunities that the new regional headquarters will bring to Victoria, including strengthening our economy and creating more local jobs,” he said.
  “There is a lot of economic activity already between the two countries and having people on the ground to deepen that relationship is important,” the head of JD.com’s international operations, Winston Cheng, told local media.
  “Right now our focus is to help get Australian products and businesses into China.”
  Cheng also said that as trade and shipping activities increase at the new facility, JD.com will “defi nitely”look to invest in more warehouse centers and Australian infrastructure.

  New London Branch
  On February 6, Shanghai Pudong Development Bank (SPD) offi cially opened its London branch, the fi rst overseas branch of the group outside Asia.
  SPD Chairman Gao Guofu said the presence in London is a platform for the bank to integrate into the global market. It is also an important achievement in deepening fi nancial collaboration between Shanghai and London.
  Gao expects the bank to improve cross-border fi nancial service capabilities with the London offi ce and provide clients with better services.
  Charles Bowman, Mayor of the City of London, said London has access to the world’s deepest liquidity pools, the biggest investor base, the best talent from around the world and a fi nancial ecosystem that includes all the major global players.
  Bowman emphasized that London is also one of the largest offshore renminbi centers. He said he is delighted to see more and more Chinese fi nancial institutions expanding their global presence via London.
  In turn, Chinese institutions will help London continue to thrive as a global fi nancial center and better interact with markets in China, he added.
  Facilitating Outbound Investment
  China’s foreign exchange regulator will support capable and qualifi ed businesses to invest overseas this year to advance cross-border investment.
  The State Administration of Foreign Exchange (SAFE) said at a recent conference that it would steadily push forward capital ac- count convertibility and protect the interests of foreign investment.
  The statement came as Chinese authorities tightened regulation on overseas investment and advised companies to make investment decisions more carefully.
  The SAFE will encourage innovation in foreign trade and expand pilots of foreign exchange management in free trade zones.
  A more open, more competitive foreign exchange market will be fostered and risk management of exchange rates improved to limit the effect of external shocks.
  To win the battle against major fi nancial risks, the SAFE said it would prevent irregularities in the foreign exchange market.   Guardians of the Railway

  AIIB Eyes ASEAN
  The Asian Infrastructure Investment Bank (AIIB) will work with Malaysia, one of its founding members, to seek ways to support infrastructure development in the ASEAN region, AIIB President Jin Liqun said on February 6.
  On the sidelines of the World Capital Market Symposium in Malaysia, Jin said potential projects in the region include transportation, power generation and transmission, and seaports and airports, which have created a demand for the bank.
  Jin noted that the success of ASEAN countries in reducing poverty has increased the demand for power and transportation.
  “The region still needs to strengthen its investment in transportation, such as rapid rail, expressways, roads and seaports,” he added.
  Jin also highlighted that Malaysia has made huge progress in infrastructure development in the past decade.
  “Given Malaysian companies’capacity, we can work together to support infrastructure in neighboring countries or other parts of the world,”he said.
  He said Malaysia would continue to play a key role in development and working with AIIB.
