甲午海战中，北洋舰队“济远”舰管带方伯谦临阵脱逃，被清政府正法。有关方伯谦是否属罪有应得，史学界曾有过争议。本文作者就争议集中的四个问题：牵乱队伍是方伯谦还是丁汝昌、刘步塘；“济远”舰是否撞坏了“扬威”舰；“济远”舰是否率先逃走；丁汝昌是否挟嫌陷害方伯谦等问题进行了论述。在澄清史实的基础上，作者得出结论，方伯谦主要罪行属实，被处以死刑罪有应得，因此方伯谦一案绝非冤狱，更不可将罪名转嫁他人．
In the Sino-Japanese War of 1894-1895, the defending faction Fang Boqian of the Northern Fleet “Jiyuan” fled and was attacked by the Qing government. Whether Fang Boqian is a crime deserved, historians have been controversial.
