1993美国克林顿总统上台后不久,便由副总统戈尔出面,提出在美国建设“信息超高速公路”计划,它的正式名称叫全美信息基础设施。信息超高速公路是克林顿政府科技政策的精华,正成为带动美国各个高科技领域发展的龙头。而且它的规模宏大,整体建成需耗资好几千亿美元,为此而出现的投资热,对于促使美国去年经济走向复苏起了重大作用。所以信息超高速公路受到举世瞩目,全球正在掀起建设信息超高速公路热。
Shortly after President Clinton came to power in 1993, Vice President Gore came forward to propose the plan to build “an information superhighway” in the United States. Its official name is the National Information Infrastructure. Information Superhighway is the essence of the Clinton administration’s science and technology policy and is becoming a leader in driving the development of various high-tech fields in the United States. Moreover, its enormous scale and overall construction cost hundreds of billions of U.S. dollars. The investment fever that emerged for this purpose has played a significant role in urging the United States to recover its economy last year. So the information superhighway has attracted worldwide attention, the world is setting off information superhighway.
