极端暴雨天气引发的城市积水是世界性难题。目前,发达国家在经验累积的基础上,逐步开展了实时在线的排水系统水力模型,利用先进、科学的模拟计算手段提高积水预警和调度水平,减少暴雨积水给城市基础设施和公众带来的危害。为进一步提高上海排水抗风险能力,研究紧密结合全球排水防汛实时模型领域的前沿技术,集成排水系统遥测数据、天气预报、一维和二维水力模型及网页发布等应用系统,建成了上海市示范地区排水系统暴雨积水的预报预警和泵站调度的决策支持平台。该研究为建立全市排水防汛实时预报与决策支持系统提供了引领示范,为上海市防汛安全体系提供了有力的技术支撑,也可为其他城市防汛安全保障提供有益参考。

The study provides a leading demonstration for establishing the city’s real-time flood forecasting and decision-making support system for flood control and flood control and provides a strong technical support for the flood control and safety system in Shanghai.
