Foreword In general, fire-control radars must be able to detect and track targets, but on the other hand they also receive unwanted reflected waves (clutter) from the surrounding ground or the sea. These reflected waves will interfere with distance and angle tracking, especially at low elevation angles. Therefore, any radar combat simulation that realistically simulates the radar’s characteristics at low elevation angles must include clutter. This article describes the development of the intermediate frequency (IF) clutter signal generator. At the Ottawa Defense Research Center, the generator provides clutter to a general tracking radar simulator (TRS). The tracking radar simulator (part of the electronic warfare simulation equipment) introduced by McRitchie et al in [1] also includes an anechoic chamber and a target / disturbance generating device.
