我军的干部任免制度是党的干部人事制度的重要组成部分。当前我军的干部任免制度存在的主要问题是:干部能上不能下,人才竞争择优机制还不完善;任免程序不规范,等等。造成这些现象既有中国传统政治文化的影响,又有市场经济的负面因素的作用,还有干部任免法治化程度不高、监督体制不完善等原因。
The system of appointment and removal of cadres in our armed forces is an important part of the party’s cadre and personnel system. At present, the major problems existing in the appointment and dismissal of cadres in our army are as follows: cadres can not afford to go under and the mechanism for selecting excellent personnel for competitions is not yet perfect; the procedures for appointment and dismissal are not standardized, and so on. These phenomena not only have the influence of traditional Chinese political culture but also the negative factors of market economy, as well as the low level of legalization by appointment and removal of cadres and the imperfect supervision system.
