The first international conference on IP telephony hosted by the International Telecommunication Union concluded in Geneva recently. The meeting adopted a number of policy opinions concerning IP telephony for ITU members to make when making telecommunications policies. However, a few days of heated debates still fail to solve all the problems. More than 750 delegates from 120 members of the ITU and private sector participated in the three-day seminar. The key arguments for the P-Phones adopted at the conference after a fierce debate mainly relate to the impact of IP telephony on the formulation of telecommunication policies by ITU members, particularly in developing countries;
