农村土地所有权本质上是关于农村土地财产权问题。从法律和制度上认真审视农村土地所有权并加妥善处理,是搞好新农村建设的必备前提。我国现行法律框架内农地所有权制度的缺陷是改革农地所有权的根本障碍,而实行农村土地国有化的基础上建立新型的农民永佃权制度应是农地改革的必然趋向。 Rural land ownership is essentially a matter of property rights of rural land. From the legal and institutional aspects of rural land ownership and careful handling, is an essential prerequisite for building a good new countryside. The defects of the farmland ownership system in our current legal framework are the fundamental obstacles to the reform of farmland ownership. However, the establishment of a new type of peasant permanent tenancy system based on the nationalization of rural land should be the inevitable trend of the farmland reform.
