国有企业在深化改革过程中,党的基层组织建设如何进一步加强和改进,宏观上《中共中央关于加强党的建设几个重大问题的决定》已经明确了,但具体到一个企业,落实起来还有许多问题要解决。从计划经济体制下过渡而来的企业党建工作方法,往往出现阶段性、突出性、随意性的倾向,导致党建工作不规范,不稳定,忽冷忽热。在由计划向市场的转变中,企业党建工作也要适应转变,解决好方式、方法问题,这就需要有一个规范的、统一的、操作性强的目标责任制和考核标准。
