目的通过对2006~2008年金山区职业卫生量化分级管理前后的对比,评估相同卫生资源条件下量化分级工作对提高卫生监督工作效率起到的作用。方法对各研究因素进行统计分析,研究因素包括三年间的量化分级档案建立数、职业中毒与职业病数、六大指标(企业职业病防治管理制度建立率、组织工人职业健康检查率、作业场所职业病危害因素检测率、防护设施配备率、个人防护用品现场使用率、职业卫生知识培训率)、职业卫生行政处罚数量及案由。结果三年内94%以上的职业中毒与职业病数发生在重点监管企业,且这些企业六大指标均有较显著提高。结论使用该管理模式是抓住监管重点、合理利用卫生资源、提高卫生监督机构工作效率的关键之一,对于提高企业职业卫生自律管理质量有较明显作用。
Objective To evaluate the effect of quantification and grading under the condition of the same health resources on improving the efficiency of health supervision by comparing the before and after the quantitative and hierarchical management of occupational health in Jinshan District from 2006 to 2008. Methods Statistical analysis of the research factors, including the establishment of the three-year quantitative rating file, occupational poisoning and occupational diseases, the six indicators (establishment of enterprise occupational disease prevention and control system, occupational health examination rate of workers, workplace occupational hazards Factor detection rate, protective equipment rate, personal protective equipment on-site utilization, occupational health knowledge training rate), the number of occupational health administrative penalties and cases. Results 94% of occupational poisonings and occupational diseases occurred in key regulatory enterprises within three years, and the six major indicators of these enterprises were significantly improved. Conclusion The use of this management model is one of the keys to seize the regulatory focus, make rational use of health resources and improve the work efficiency of health supervision agencies, and have obvious effects on improving the quality of self-management of occupational health in enterprises.
