离退休管理人员要充分认识新时期工作的规律和特点,以高度负责的精神,创新服务形式,丰富工作方法,提高服务和管理水平,为社会的稳定和企业的发展贡献力量。离退休服务管理工作做得如何,直接或间接影响企业的科学发展、和谐发展。目前,中国石油集团离退休员工近44万人,占在职员工的27.5%,且每年以近2万人的数量在递增。预计到“十二五”末,离退休人员将达到53万人左右,相当于在职人员总量的1/3。而专职的离退休管理人员才仅有七千多人,不到服务管理对象总数的2%。

The number of full-time retired managers is only about 7,000, less than 2% of the total number of service managers.
