当你与邻居有摩擦、双方动起拳脚吃亏时;当你在马路上因通行与司机发生争吵僵持不下时——是不是总想找个地方说说理,而首先想到的说理地方便是公安派出所。随着你的手指拨打110,你的“案子”也就到了派出所。如今110接到的报警绝大多数都是这样的报案。可这些案子中的大多数又不属于违反治安管理案件,怎么处理呢?也不能推出去不管。如此尴尬,着实让基层民警伤透了脑筋。2003年11月27日,北京市公安局西城公安分局大胆设想,敢为人先,把人民调解引入派出所,启动了治安纠纷、民间纠纷联合接待试点,解决了这一长期困扰公安民警的难题。目前,此举正在北京市城八区全面推开。
