改革开放以来,张掖市深化教育改革,发展义务教育,提高教育质量,取得显著成绩,于1997年实现“两基”目标。2000年全市农村中小学913所,在校学生20.4万人,义务教育进入快速发展的新阶段。2002年农村税费改革后,农村义务教育的发展问题成为改革的焦点,农村义务教育自身长期积淀和存在的弊端及问题日益突显出来。一是办学分散,小学布点偏多,校均规模偏小。70所农村初中在校生平均为714人,843所农村小学(含教学点)在校生平均为147人。二是教职工人数占乡(镇)财政供养人数比例偏高,达62%;师生比偏低,初中为1:15,小学为1:17。三是代课教师人数多,分布不均,县、乡、村三级聘用代课教师
Since the reform and opening up, Zhangye Municipality has deepened education reform, developed compulsory education and improved the quality of education with notable achievements. In 1997, it achieved the goal of “two bases”. In 2000, there were 913 rural primary and secondary schools in the city, with 204,000 students enrolled. Compulsory education entered a new phase of rapid development. After the reform of rural taxes and fees in 2002, the issue of the development of rural compulsory education has become the focus of reform. The long-term accumulation of rural compulsory education and its existing drawbacks and problems have become increasingly prominent.
