在近年来的实践中,廉租住房和公共租赁住房这两类住房出现了融合发展的趋势。总结各地的实践经验,有序推进廉租住房和公共租赁住房统筹建设、并轨运行,对完善城镇住房保障和供应体系、方便城镇住房困难群众申请、提高保障性住房资源配置和利用效率、降低管理成本,具有重要意义。一、廉租住房公共租赁住房发展现状、问题和趋势(一)廉租住房。现行制度下,廉租住房制度是解决城镇低收入住房困难家庭住房问题的主渠道。经过长期的探索,廉租住房保障形式由最初的单纯实物配租演化为实物配租与租金补贴相结合;保障对象从最初的城镇最低收入住房困难家庭扩大到城镇低收入住房困难家庭。2009年,经国务院同意,住房城乡建设部、发展改革委、财政部印发了《2009-2011年廉租住房保障规划》,提出三年基本解决现有城市低收入住房困难家庭的住房问题。2008年到2012年,全国城镇廉
