在调查了军用标准发行现状及其存在的问题,以及研究了美国等发达国家标准发行管理状况的基础上,分析了市场环境对标准发行的要求,标准发行类别与保密、对外合作、知识产权的关系,以及军用标准公开发行的可行性等有关问题。提出了下列建议:尽早解决标准发行类别的划分及其管理问题;以信息通畅、尽量公开、适度限制、便于管理、范围准确为原则,将军用标准划分为公开、限制和涉密发行3个类别及其标识的方案;修订《国防科工委颁布标准的发行管理办法》有关内容;开展该项工作的步骤等。
