地方政府在招商引资实践中探索出了具有代表意义的招商模式。传统的招商引资模式依靠以往的税收、土地优惠及补贴政策扶持已越来越难以为继了,并逐渐暴露出了优惠政策泛滥且突破法律边界、法律专业服务缺失、决策评估机制缺失等法律问题。本文试图从法律的视角深入研究这些问题背后的原因,探求新常态经济形势下地方政府招商引资模式改革的进路选择。 Local government explored the representative investment model in the practice of attracting investment. Traditional investment promotion mode has been increasingly difficult to sustain by relying on past taxation, land concession and subsidy policy support, and gradually exposed legal issues such as flooding of preferential policies, breaking through legal boundaries, lack of professional legal services and lack of decision-making evaluation mechanism . This article attempts to study the reasons behind these problems from the perspective of law and explore ways to reform local government investment patterns under the new normal economic conditions.
