为 探索国外海关管理的先进经验 ,海关总署决定将上海海关快件处理中心作为中美合建ＡＰＥＣ上海示范通关点 ,该示范点将于明年亚太经济组织首脑会议召开之际 ,以崭新的面貌展现于世。为此 ,本文拟就建立ＡＰＥＣ项下海关快件处理中心（以下简称中心）提出若干思考 ,以求共识。 In order to explore the advanced experience of overseas customs management, the General Administration of Customs decided to use the Shanghai Customs Express Mail Processing Center as the APEC Shanghai demonstration and customs clearance point for the joint construction of the two countries. For this reason, this article intends to put forward some suggestions on the establishment of the Customs Express Processing Center under the APEC (hereinafter referred to as the Center) for consensus.
