行业性质的自身需要。文化管理是企业管理的重要手段,文化管理正成为世界企业界发展的潮流。由于煤炭行业本身属于高危行业,遵章至尊的理念已成为行业共识。规章制度再完善,也总有覆盖不到的地方,只有文化的力量能引导职工自觉遵守和执行规章、统一思想规范行为。该文在总结了历史上事故经验教训和系统分析行业特点的基础上,煤炭企业在加强制度建设和职工培训的同时,逐渐开始将文化建设作为统一职工思想,加强安全生产管理的手段进行阐述,以供同行参考。
