目的分析和评价CIDA/WHO中国结核病控制项目实施效果。方法收集2002年9月—2005年12月山东、江苏、浙江3省以县为单位的带经费预算的工作计划表、项目季度报表、结核病规划季报表,分析项目实施效果及对全省结核病防治工作的影响。结果(1)项目期间,项目地区共发现新涂阳肺结核患者66 859例,完成项目计划病人发现指标的105.3%,新涂阳肺结核登记率由项目实施前的13.65/10万提高到2005年的33.95/10万;(2)新涂阳肺结核患者治愈率达到92.1%。(3)3省全省以县为单位的DOTS覆盖率由项目实施前的65.2%到项目实施的1年达到了100%。结论通过项目的引进促进了全省DOTS策略的快速扩展。项目首次采取以结果为指标,制定带有经费预算的工作计划进行项目实施和管理,促进了项目实施质量和成效,确保了各项指标的如期完成。目前,带有经费预算的工作计划的项目实施和管理模式已成功的应用于我国结核病防治规划管理及其他结核病控制项目中。
Objective To analyze and evaluate the implementation effect of CIDA / WHO Chinese tuberculosis control project. Results (1) During the project period, a total of 66 859 new smear-positive pulmonary tuberculosis patients were found in the project area, 105.3% of whom were completed in the project planning. The registration rate of new smear-positive pulmonary tuberculosis was increased from 13.65 / 100000 before the project implementation to 2005 33.95 / 100,000; (2) The cure rate of new smear positive pulmonary tuberculosis patients reached 92.1%. Conclusion The introduction of the project has contributed to the rapid expansion of the province’s DOTS strategy. For the first time, the project takes the result as an indicator, formulates the work plan with budget for project implementation and management, promotes the quality and effectiveness of the project implementation, and ensures the completion of all the indicators as scheduled. At present, the project implementation and management mode of the work plan with funding budget has been successfully applied in the management of tuberculosis control programs and other TB control projects in our country.
