金融危机背景下出台的大学生兵员征募政策,部分化解了“大学生就业难”与“高素质兵员征集难”的矛盾,实现了社会效应和国防效应的双赢。然而,随着经济回暖,大学生征募开始出现萎缩态势,面临可持续难题。信息化战争条件下,军队对大学生兵员的规模和质量存在稳定的刚性需求。但是客观经济运行态势和现有政策制度环境又使得长期稳定的大学生征募面临诸多困局。当前,应抢抓短期机遇,通过大学生征募的长期法律调整和适应经济波动不同时期的弹性政策设计,使短期政策性应对转化为长期制度性收益。
The recruitment policy of university student officers promulgated under the financial crisis partly resolved the contradiction between the difficult employment of university graduates and the difficulty of collecting high-quality military personnel, and achieved a win-win result between social effects and national defense effects. However, as the economy picks up, the recruitment of college students begins to shrink and faces the problem of sustainability. Under the condition of informationized warfare, the armed forces have a steady and rigid demand for the size and quality of undergraduate military personnel. However, the trend of objective economic operation and the existing environment of policy system make the long-term and steady recruitment of college students facing many difficulties. At present, we should seize the short-term opportunity to make the short-term policy response into long-term institutional gains through the long-term law adjustment of college student recruitment and the flexible policy design that adapts to different periods of economic fluctuation.
