针对三峡和清江梯级水库群防洪库容投入时间问题,分别从各梯级投入时机、各水库投入次序展开讨论,并分析了不同时机方案对荆江河段的防洪补偿联合调度效果。结果表明,在清江洪水与长江洪水遭遇前提下,采用清江梯级水库防洪库容首先投入运用、不足部分由三峡水库承担的联合运用方式。选取1954年典型洪水,按清江梯级水库配合三峡水库的联合防洪调度方式计算得出,可将荆江河段的防洪标准由100年一遇提高至124年一遇。
In view of the investment time of flood control capacity of the Three Gorges and Qingjiang cascade reservoirs, the timing of each cascade investment and the order of reservoirs are discussed respectively, and the joint scheduling effect of different time schemes on flood control compensation in Jingjiang reach is analyzed. The results show that under the precondition of the Qingjiang flood and the Yangtze River flood, the flood control reservoir capacity of the Qingjiang Cascade Reservoir is put into operation first, and the deficient part is jointly operated by the Three Gorges Reservoir. The typical flood in 1954 is selected according to the combined flood control and dispatching mode of the Qingjiang cascade reservoir with the Three Gorges Reservoir. The flood control standard of Jingjiang reach can be increased from once in 100 years to once in 124 years.
